Programme Officer for Promotion of MSMEs and Entrepreneurship


The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international enterprise for cooperation and sustainable development, owned by the German Federal Government and active in 130 countries worldwide. On behalf of German Federal Ministry for Economic Cooperation and Development, GIZ has been working in Tajikistan since 1995.

GIZ is inviting applicants for the following vacant position in the project on Local Economic Development in Selected High Mountain Regions in Rasht Valley:

Programme Officer for Promotion of MSMEs and Entrepreneurship

Area of responsibility

  • Support of TL and expatriate Development Workers in the sphere of activity of (i) design and development of inclusive, socially or environmentally relevant business models by young adults, (ii) promotion of local economic development and promotion of MSMEs;
  • Supervision of programme activities and close collaboration with relevant implementation partners;
  • Coordination and execution of monitoring activities for the project and the spheres of activity

Main tasks

  • Conduct socio-economic assessments (baseline);
  • Develop implementation strategies in collaboration with international staff;
  • Draft TOR and criteria for the selection of implementation partners in the target regions;
  • Supervise the work of the selected implementation partners and assure the quality of their work;
  • Identify business opportunities and assist in conducting feasibility studies;
  • Inform interested public on potential of self-employment; requirements and strategies;
  • Assist start-ups in administrative, organizational, financial and other relevant aspects;
  • Assist partners in business administration, marketing and other relevant areas;
  • Promote joint activities of partners;
  • Assist in the identification, design and implementation of inclusive business models;
  • Monitor the implementation of project plans;
  • Design and conduct monitoring of project’s activities and process and compile data;
  • Develop and organise quality assurance measures and suggest necessary changes, improvements and initiatives;
  • Design, prepare and conduct workshops, seminars and other events on issues connected with the project’s/programme’s area of activity;
  • Liaise and maintain regular contact and dialogue with partners;
  • Establish good working relationships with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects;
  • Communicate local ideas and concerns to relevant bodies;
  • Identify training needs and propose appropriate training measures for partners;
  • Assist with PR work;
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
  • Keep proper documentation;
  • Compile the relevant information for joint activities and assignments;
  • Write and deliver reports on time;
  • Provide appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office;
  • Draft presentations;
  • Assist with research activities and studies on political and economic issues that benefit joint programmes;
  • Ensure knowledge transfer to project/programme information systems;
  • Participate in strategic and operational project planning and development of project concepts including preparation, organisation and moderation of planning workshops;
  • Coordinate relevant project activities at local level in consultation with the manager and in cooperation with the partners, in regard to both implementation and organisational aspects;
  • Handle administrative requirements of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).


  • Tertiary education in economic or social field;
  • Command of instruments of development cooperation;
  • Mastering of project management tools;
  • 2-3 years’ experience in private sector development (local economic development, promotion of MSMEs) in comparable position;
  • Fluency in Tajik and Russian;
  • Excellent language skills in English or German;
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);
  • Willingness to learn as required by the tasks to be performed;
  • High sense of responsibility, organizational competence, willingness to take initiative and be prepared to undertake frequent travel to the project area;
  • Excellent communication skills and team spirit are important assets and also ability to work independently;
