USAID’s Feed the Future (FTF) Tajikistan Health and Nutrition Activity (THNA) provides an innovative, comprehensive, responsive, and sustainable framework to support FTF and the Tajikistan Ministry of Health and Social Protection of the Population (MOHSPP) to improve health status and nutrition, particularly for women and children living in 12 districts of the Khatlon oblast (Zone of Influence, ZOI). It is implemented by IntraHealth International in partnership with Abt Associates. Specifically, THNA improves integration of health care at the family, community, clinical, and national levels related to good maternal, newborn, and child health (MNCH), with an emphasis on nutrition, sanitation, and hygiene. To achieve these program results, THNA promotes the use of evidence-based and MOHSPP-approved clinical guidelines; improves healthy behaviors and practices; strengthens links among health facilities, communities, and FTF initiatives; incorporates gender-equitable and culturally sensitive approaches; and leverages stakeholder partnerships.

General Position Summary:

Nutrition Officer is responsible for overseeing planning, implementation and evaluation of the nutrition component according to the Essential Nutrition Actions to achieve THNA Program activities in all 12 districts. The incumbent will provide critical technical input as well as appropriate guidelines during capacity development sessions and implementation of maternal and child nutrition activities to Program Coordinators and district coordinators. S/he will be responsible for maintaining a relationship with all nutrition related district government authorities, mentoring district coordinators, community Health promoters in promoting optimal Infant and Young Child Feeding practices as well as other aspects of nutrition in 12 districts of the Khatlon oblast.

Responsibilities/Duties:

Working under the direction of the Nutrition Advisor, support in the technical roll out of nutrition specific component within THNA ensuring that project objectives, intermediate results and indicators related to nutrition are achieved in the ZOI.

Support in the integration of evidence based nutrition specific and sensitive interventions across all components of the project.
Contribute and support in the planning of annual, monthly, weekly work plans as well as in the corresponding budgets.
Work collaboratively with Feed the Future partners on the promotion of optimal maternal and child feeding practices.
Provide day to day technical support to the field staff in conducting community training on essential nutrition actions activities such as on the promotion of exclusive breastfeeding, timely complementary feeding, usage and storage of iodized salt.
Contribute to the development of training materials, IEC materials, job aids, and presentation.
Contribute to the development of recipes ensuring age appropriate energy and nutrient requirements are met.
Support with SBC by assisting in the systematic delivery of nutrition key messages during community activities.
Provide supportive supervision to Community Health Promoters on facilitating support group sessions and anthropometric assessments (nutrition screening using MUAC) of children under five.

Support other THNA components on promoting community nutrition campaigns to encourage and motivate community members to practice optimal IYCF practices as well as promote healthy eating habits among the adolescents and women of reproductive age.
Ensure proper documentation of annual, quarterly, monthly and weekly reports in addition to activity, field trip, workshop and training reports.
Share regular communication of constraints and successes with the nutrition advisor.
Ensure that USAID environmental compliance, USAID marking and branding policies are integrated and followed in the program at field level.
Perform any other duty as assigned by the nutrition advisor.

Qualifications:

A university degree level or higher in nutrition, public health or area related to the required job.
Experience in nutrition counseling, community education or information campaigns targeting nutrition of women of reproductive age and children under 5 years of age.
Minimum of 5 years of previous experience with implementation of Health, Agriculture and Nutrition activities, preferably with USAID-funded projects in a Non-Governmental International Organization.
Experience in development of BCC materials related to health and nutrition program.
Experience with conducting formative research using the methodology- focus group discussion.
Previous experience with using food composition table or software.
Must be able to work independently, in a team and show initiative.
Must possess experience in counselling.
Experience in working with community and ability to develop good relationships with target communities.
Ability to make strategic recommendations for improvement.
Must possess excellent communication, computer, administrative and organizational skills required.
Fluency in Tajik and Russian, good working English skills required;
Commitment to engaging most vulnerable members of community, in particular children and women in all nutrition specific and sensitive activities as appropriate.
